ABOUT THE TEAM
DAN PURCELL – Dan Purcell founded Managing Procurement Solutions in Aug 2013 after 25 years of Government service. Managing Procurement Solutions eventually became DC Holdings, a consulting agency that is constantly expanding to meet customer needs. DC Holdings business portfolio now includes, consulting on government contracting actions, Vendor Scouting and Program Documentation for Medical Simulation communities as well as IT Solutions to support Commercial and Government needs.
During 25 years of government experiences, Dan developed a unique problem-solving style for everything from Logistics Support to Program Management. Most of those 25 years were spent as an acquisition professional, developing and evaluating Request for Proposals (RFP) used to ensure Warfighters deployed in theaters of operation had the best gear available to them. Dan's greatest achievement was his unique approach in acquisition strategies using both competitive and mandatory source vehicles to ensure Program Managers cost, schedule and performance goals were met. During the last 12 years with he government, Dan used this unique approach to build the acquisition strategies used to field multiple items including the Army Combat Uniform (ACU), Flame Resistant Army Combat Uniform (FR-ACU), the Army Combat Shirt (ACS) and multiple versions of Operation Enduring Freedom Camouflage Pattern (OEFCP) Clothing and Individual Equipment.

CHRIS STEARNS - Chris has twenty eight years’ experience specializing in solving complex problems in challenging business environments in key leadership roles in the United States and Europe.
The last fourteen years he has be instrumental in determining buying influences and trends of federal agencies and served as liaison between federal procurement personnel, program management offices and manufacturers covering multiple industries. He has led large-scale program of record efforts for various military services, as well as smaller strategic efforts, and has overseen and supported large transformation initiatives for a number of manufactures with high profile or complex project actions.

DONNA BULGER - Donna has over 35 years of experience as a government civilian specializing in Workforce Development, Financial Management, Organizational Strategy and Business Development for a US Army R&D Facility involved in providing materiel solutions and systems focused on the Soldier. Prior to her retirement in January 2016, Donna served as one of the top Executives and had oversight and responsibility for operations and outreach for the facility.
Her business development experience includes partnering with the State of Massachusetts in leveraging technology development efforts to benefit ongoing R&D activities, partnering with academia to work partnership agreements, and review of proposals for cooperative research, manufacturing technology and the rapid innovation fund. Donna’s financial management experience includes R&D project cost estimating and approval of overhead expenditures. Her Human Resource Management experience and contributions include strategic workforce management of Science, Technology, Engineering and Math (STEM) talent.

DARREN BEAN - A retired US Army Sergeant Major, Darren spent much of his career leading the way in mountain and cold weather operations, across the entire DOTMLPF spectrum. He developed the doctrine by which all Soldiers are trained, equipped, and structured in those areas which was then shared with our NATO and strategic militaries around the world.
After retirement, Darren worked for US Army Program Manager Soldier Clothing and Individual Equipment (PM SCIE) and USMC PM ICE as a Project Officer. Darren managed many projects including fielding the Military Mountaineering Kits, Soldier Sleep System, Army Combat Glove and numerous Soldier Enhancement Program items. While at PM SCIE, he led many aspects of the organization including Contracting & Milestone planning, and business process improvement, and data management.

AMANDA GAUTHIER - Amanda is an experienced leader in several areas of non-profit, specifically within the at risk youth community. Over the past 10+ years Amanda has worked under AmeriCorps, AmeriCorps VISTA, Project Smile and numerous other non-profit agencies in a multitude of leadership roles as well as human resources and research and development roles. She is highly skilled in program leadership, program development, grant writing and human resources. As a program specialist Amanda ensures complete accuracy in all aspects of provided projects, prioritizing time sensitive tasks, building both interpersonal and external relationships with clients and the general public.
Amanda holds a Bachelor’s of Science degree in Sociology and is currently in the process of completing her Bachelor of Science degree in Nursing (BSN). She hopes to continue her care for the general public within the medical field upon graduation.

KRISTEN HEAVENS - Kristen holds a Bachelor’s of Science degree from the University of Vermont in physical education. She then went on to receive a Masters of Science degree from the University of Connecticut in Kinesiology. That is where her research career began. She then took an exercise physiology position at the US Army Research Institute of Environmental Medicine in the Thermal and Mountain Medicine Division. Shortly thereafter, she commissioned into the US Army as a Medical Service Corp Officer. She then decided to further her career and attended the Interservice Physician Assistant Program, earning a Bachelor’s and Masters of Science in Physician Assistant Studies from the university of Nebraska. Shortly after finishing school, she served on a combat deployment to the Middle East. She now also works in primary care and orthopedics.
KAYLA TROMBLY - Kayla has 10+ years of management experience in direct customer care, personnel and events management. Being a part of the Business Development Team will allow Kayla to use her skills to help develop partnerships with both prospective and existing clients.
Kayla is goal focused and is looking forward to building growing relationships with clients while keeping their Business at the front of mind using her acquired skills in communication, time management, organization, teamwork, and support.

STEVE SWAN - Steve served 20 years in the U.S. Army at various levels of leadership, command, and staff. After retirement, he provided support to the United States Armor Center and School for live, virtual and constructive training. Subsequently, Steve provided training integration support for the Armor Center and School with the Army’s Program Executive Office (PEO) Simulation, Training and Instrumentation (PEO STRI) (STRICOM), Orlando, FL.
From 2009 though 2015, Steve was a team member of Product Manager (PdM) – Soldier Clothing and Individual Equipment (SCIE), Program Executive Office (PEO) Soldier. He initially served in the role of acquisition support specialist for two portfolio teams culminating as the Assistant Product Manager (APM) for the Flame Resistant (FR) Clothing and Individual Equipment team.
As a member of SCIE, he facilitated bringing both the FR Army Combat Uniform and the Army Combat Shirt to successful Materiel Development Decision (MDD) and Milestone C (MS C) in the Department of Defense Acquisition Life Cycle, establishing Army programs of record for current and future deploying Soldiers.
Steve certified in Program Management at Level II, certified as a contract officer representative and was a member of the U.S. Army Acquisition Corp. He holds a Master of Education (Occupational Training and Development) from the University of Louisville, Louisville, KY and a Bachelor of Science in Animal Science from the University of New Hampshire, Durham, NH.
